John Leeper is the Deputy Superintendent of Shelby County Public Schools, in Shelbyville, Kentucky. His primary function is recruiting, acquiring and developing the personnel necessary to create a competency based educational experience for the 7000 students in a suburban district just outside of Louisville, KY.

John takes great pride in his eleven years as a high school administrator, eight of which found him in the principal’s seat. As Director of Innovation he set out to minimize opportunity gaps by empowering teacher leaders to create pilot programs designed on the principals of personalized learning, including Kentucky’s first Big Picture Learning Academy. These pilots sought to increase equity through Project Based Learning, meaningful assessment, and learning outcomes that celebrated dispositions. John was an active participant in the creation of Shelby County’s Profile of a Graduate and Strategic Leadership Plan 2.0 that will serve as the road map for SCPS’ implementation of a competency-based education system.
